During the 47th Cosa, the Ziu approved a mind-boggling 12 amendments each voter now has to vote on, and yet, do you know what they are for and what is the story behind them?
Let’s briefly review each of them. Keep in mind that all of these bills received support from at least two-thirds of the Cosa and the majority of the Senate.
47RZ4: The Articulate Amendment
Proposed by Txosuè Éiric Rôibeardescù - (MC-Lib), C. Carlüs Xheraltescù - (MC-Lib), and Martì-Paír Furxhéir - (MC-PC)
Over the last few Cosas, tensions have risen in the Cosa, perhaps because we’ve have 2 minority government, perhaps because global warming makes it harder to keep a cool head. Who knows?
But what the 3 sponsors of this bill think is that having a speaker of the Cosa in charge of advising members of the Cosa on how to better behave would be a good idea.
Only 3 Cosa members and 1 senator voted against this amendment. All of the 3 Cosa members were from the RUMP, but the other 4 RUMP Cosa members, including its leader voted in favor of the bill.
47RZ6 - The Election Guidance Act and Amendment.
Proposed by Alexandreu Davinescu - (MC-RUMP), C. Carlüs Xheraltescù - (MC-Lib), and Txec Róibeard dal Nordselva - (MC-RUMP)
It is hard to convene the Electoral commission because it is mainly composed of Justices of the Uppermost Court who are not, typically, amongst the most active citizens. Furthermore, having a member of the uppermost court who is also a party leader creates a least a perceived conflict of interest. This amendment tried to address both issues by notably being able to move forward even if a member becomes inactive.
Interestingly, this bill received unanimous support in both chambers of the Ziu.
47RZ28 - THE ORGANIC LAW AMENDMENT (Provincial Government) BILL #1 OF 2015
Proposed by Miestrâ Schivâ - (Senator Fiova)
This 2 line bill simply bans a Cunstaval from overseeing a province while being the leader of another province to prevent concentrating too much provincial powers into a single person.
47RZ31 - Allowing the SoS to be apolitical amendment
Proposed by Martì-Paír Furxhéir - (Secretary of State) and Alexandreu Davinescu - (MC-RUMP)
During the last election, the Secretary of State, Marti-Pair Furxheir founded the PC party in an way to be able to have a seat in the Cosa to be allowed to propose bills without having to be a member of one of the main parties in the election. This was really badly and the compromise was to allow the Secretary of State to submit bills while banning him from the Ziu.
The bill passed without a single Contra vote but 5 Cosa members and 1 Senator abstained.
47RZ32 - The Election Mega-constitutional amendment Part I - The Senate Ballot
Proposed by Martì-Paír Furxhéir - (Secretary of State)
In the 5th Clark of the 47th Cosa, Secretary of State Martì-Paír Furxhéir proposed major overhaul of the Organic law and it failed for a few controversial measures but was otherwise well received.
As a result, this was cut in seven parts, all of which passed except for two (Parts 3 and 4).
This part (1) will allow to put a drop-down box for Senate Elections by notably restricting people to only run for Senate in their own province which, when you think of it, makes a lot of sense.
Three Cosa members (all from the RUMP) and 1 Senator voted against it.
47RZ33 - The Election Mega-constitutional amendment Part II - The two step ballot
Proposed by Martì-Paír Furxhéir - (Secretary of State)
In this second part, Secretary of State Furxhéir allows people to vote in the Cosa and the Senate in two different steps. In the last election, one citizen voted on Wittenberg and forgot to mention his Senate vote which sadly, was rejected since his ballot was already cast! This amendment will allow a citizen who forgot to vote for the Senate to later vote anyway.
47RZ36 - The Election Mega-constitutional amendment Part V: The election rules
Proposed by Martì-Paír Furxhéir - (Secretary of State)
The fifth part of the mega-amendment changes the deadline for announcing the electoral rules from 14 days before the election to as soon as possible, allowing for a little wiggle room in case there is an early dissolution of the Cosa (like for the 32th Cosa where the King dissolved the Cosa less than 36 hours before the end of the 14 days deadline.
The Liberal party voted unanimously against it as well as one RUMP Cosa member and one senator.
47RZ37 - The Election Mega-constitutional amendment Part VI - The Cleanup
Proposed by Martì-Paír Furxhéir - (Secretary of State)
The 6th party of the mega-amendment is mostly concerned about fixing typos and technical problems with the organic law such as a random t inserted in an article and references to an article which changed number.
The Liberal party voted unanimously against it as well as one RUMP Cosa member and three senators, mainly because of one clause changing the section on the geographic assignments which they felt was already covered in a law.
47RZ38 - The Election Mega-constitutional amendment Part VII - The Political parties
Proposed by Martì-Paír Furxhéir - (Secretary of State)
This 7th Part of the mega-amendment changes the way parties are registered. When the $20 fee was added, it wasn’t thought that issues might occur when a party might been registered with the chancery while the payment was still pending in the mail by the time the election starts. This amendment addresses that by clearly outlining what the registration with the chancery is for and what the $20 payment is for.
Just 2 RUMP Cosa Members and 1 Senator have voted against it.
47RZ39 - The Judicial Merry-Go-Round Amendment
Proposed by Txec Róibeard dal Nordselva - (MC-PP) and Cresti Matáiwos Siervicül - (MC-RUMP)
This bill tries to fix the inactivity problems in the uppermost cort by adding 2 more judges and removing the need for all of the judges to sit on all cases now that their numbers are bigger.
The bill receive unanimous support in both chambers.
47RZ44 - The Don't Be a Dictator (PD Reform) Amendment
Proposed by: Cresti Matáiwos Siervicül - (MC-RUMP)
This bills allow the Ziu to impose limits to the power of the Prime Dictates, but so far, doesn’t propose any.
Only one PC Cosa member voted against it (former Prime-Minister Ventrux) and 1 Senator (the sitting Prime-Minister)
47RZ46 - The Prodigal Sons (Citizenship Reinstatement) Amendment
Proposed by Cresti Matáiwos Siervicül - (MC-RUMP)
This bill makes it easier for former citizens to return to the Kingdom while making sure they can return to their former province.
Only one Cosa member (from the RUMP) voted against it.
